Leads and manages the 25-person Integrated Verification and Planning (IV&P) Team on the GPS SE&I contract, one of four Test, Evaluation and Verification (TEV) sub-teams. Directs a team that plans, documents, executes and closes-out requirement verifications for system-level specification(s) and external Interface Control Documents. Provides technical and managerial direction to a system-level verification team that plans for/employs all methods: test, analysis (including M&S), etc. Oversees the SE&I support to associated segment-level Test and Verification (T&V) programs to include those for the space segment (GPS III program, currently auditing/closing-out ~1500 requirement verifications) and the control segment (Next Generation Operational Control System, OCX program, approaching verification Critical Design Review). Additionally, leads team that provides T&V support to the United States Nuclear Detonation Detection System (USNDS) ground and space segments both on-site and in the field. Also, oversees the GPS "Block IIF crew chief" activity, in-factory engineers that support the USAF's sell-off/acceptance of these newly produced space vehicles.
For the "Planning" aspects, the incumbent leads the development, documentation, implementation and employment of "Event Based Planning" (EBP), a major new SE&I initiative that integrates all aspects of the GPS Integration & Test program. The IV&P lead manages the full-scale development of the EBP capability using the integrated Requirement Information System (iRIS), linking several SE&I data bases (DOORS, risk, IMS, etc.) with an overall requirement-to-event execution matrix. The Lead has responsibility for standing-up an SE&I "Event Owner" group that creates/updates/coordinates some 150 key "event-defining documents" and leads the conduct/close-out of those events.
The Lead's management responsibilities include developing/managing-to resource-loaded Integrated Master Schedules, budgets, staffing plans and Earned Value data. Incumbent frequently reports plans/status/issues to senior SE&I leadership and to upper-levels of the GPS Directorate, the USAF's GPS System Program Office. A particularly important aspect of this position involves coherent and effective leadership of a large technical team engaged in related but separate T&V mission areas. Incumbent must have the skill set to effectively lead this diverse IV&P team and interact/communicate well at all levels of the newly established GPS SE&I matrix organization
• 10+ years experience in Systems Engineering, Integration and Test (SEIT)
• Experience verifying space and/or ground systems requirements by test and analysis
• Well-established skill-set for effectively leading/managing large, diverse technical teams
• Significant experience with large project planning, budgeting, scheduling, staffing, reporting
• Exceptional interpersonal, oral communication and technical writing skills
• BS in either a hard science or a relevant engineering field
• SEIT experience with the GPS program
• Experience with T&V and project tools/products: DOORS, VCRMS, test/verification plans, MS project, etc.
• Knowledge of DoD's and/or USAF's Test and Evaluation policies, guidance and practices
• MS, MBA or Masters in (engineering) management
